Evaluation Tools to Support ITS Planning Process

  • Intelligent Transportation Systems (ITS) planning requires the use of tools to assess the performance of ITS deployment alternatives relative to each other and to other types of transportation system improvement alternatives. This project included developing ITS evaluation capabilities as part of the FSUTMS, allowing a powerful, user friendly, and consistent evaluation of ITS deployment alternatives. It is possible to evaluate the following types of ITS deployments in the current version of the tool: ramp metering, incident management systems, highway advisory radio (HAR) and dynamic message signs (DMS), advanced travel information systems, managed lanes, signal control, transit vehicle signal priority, emergency vehicle signal priority , advanced public transit systems, smart work zones, and road weather information systems (RWIS).

    Depending on the types of the evaluated ITS deployments, the tool can produce various performance measures including: vehicle miles of travel (VMT), vehicle hours of travel (VHT), average speed, safety measures, fuel Consumption (gallons), monetary benefits to users and/or agency, and emission.
