Guidelines for Bus Transit Stops in Highway Construction Work Zones

  • Fixed route transit systems provide a valuable transportation mode for many of our citizens. Users depend upon bus transit for access to the essentials of life: employment, medical care, shopping and other mobility needs. Therefore, maintaining transit service is a critical issue.

    Much information is available concerning the placement and configuration of bus stops and related elements. FDOT has developed its “Accessing Transit Handbook” which provides guidance on the design and location of bus stops consistent with federal and state regulations. This guidance is further supported by design documents including the FDOT “Plans Preparation Manual” and the “Manual of Uniform Minimum Standards for Design, Construction, and Maintenance of Streets and Highways” (Florida Greenbook). In addition, FDOT has developed its 600’s Design Standards Index which provides standards including typical applications for the use of traffic control plans in Florida.

    Given the extent of nationwide bus transit systems and high level of highway construction activities, it is common to find highway construction work areas encompassing and impacting established bus stop locations. However, there is little information available concerning best practices for safely managing the bus stop and transit riders while construction is underway.

    Undoubtedly, creative transit managers and state and local construction project managers have developed sound solutions on a case by case basis. However, there is no published source reporting best practices and associated costs. There is a need for guidelines on how to manage bus stops during adjacent highway construction and costs of such activities.

    The objective of this study is to develop guidelines/recommendations and estimated costs for managing transit stops during adjacent highway construction operations with a focus on safety and the customers. This guidance will serve as a planning tool, design and construction guides for Maintenance of Traffic (MOT) coordination for transit agencies, highway design engineers, and construction managers.
