Technical and Research Support for ITS and Traffic Engineering Projects for FDOT District 6

  • The purpose of this project is to provide technical and research services in support of Intelligent Transportation Systems (ITS) and traffic engineering projects for Florida Department of Transportation (FDOT) District Six (D6). The services to be provided may include, but are not limited to, the following tasks:
    1. Perform travel time studies for projects related to ramp signaling, express lanes, dynamic message signs, and Florida Advanced Travel Information System (FLATIS). The tasks may include designing studies, training drivers/operators, acquiring and arranging test vehicles, preparing data recording tools, performing travel time runs, processing and analyzing data, preparing study reports, and presenting findings and providing recommendations.
    2. Provide on-site technical support at FDOT District Six Transportation Management Center (TMC). This may include, but are not limited to, the following activities:
      • Perform Quality Assurance/Quality Control (QA/QC) on monthly chronology events to ensure that the Standard Operating Guidelines (SOG) are being followed in the grading of the TMC operators.
      • Perform ITS equipment checks to ensure proper functioning. This includes Closed Circuit Television Cameras (CCTV), Dynamic Message Signs (DMS), detector configuration, data collection, maintenance reports, etc.
      • Review ITS equipment installation drawings to ensure that they follow FDOT design standards.
      • Produce current ITS equipment inventory. This includes determining the detailed description of every CCTV, DMS, and detectors currently installed.
      • Analyze current ITS platform in order to suggest necessary improvements.
      • Review documentation provided by contractors. These include, but are not limited to, SOG, Response Plan Generator (RPG), engineering drawings, websites, software, maps, technical memorandums, etc.
      • SunGuide software support and configuration. This includes the ITS equipments configuration for the Operator's map, reports generation, location configurations, etc.
      • Attend periodical meetings with FDOT personnel (ITS and Electrical Engineers) and contractors for follow-ups on projects.
      • Review FLATIS published/unpublished events.
      • Prepare technical memorandums regarding data analysis, ITS configurations, equipments installations, etc.
      • Conduct field visits to perform review of ITS equipment, signing, and pavement marking installations, etc.
      • Update the intranet website. This is done by uploading new documents, updating the information and rearranging links.
      • Update/maintain ClientVue Software. The purpose of this is to have the most up to date list of CCTV and CCTV Tours available for all the TMC personnel.
      • Support other districts regarding technical information, collected data and other general question that may arise regarding FDOT D6 ITS platform and equipments used at the TMC.
    3. Create new facility and service GIS (Geographic Information System) maps, as needed, and maintain the existing maps, which include, but are not limited to the following:
      • FDOT-D6 Road Ranger Zone maps (Weekday Daytime/ Weekday Nighttime/ Weekend/Holiday Shift);
      • ITS facilities maps (Dynamic Message Signs, Dynamic Message Signs Locations for Regional Silver Alerts , CCTV, Communications, Detector Stations, Travel Times);
      • 95 Express RPG Concept of Operations for Phase 1A and 2;
      • Asset Management Contractor Coverage Areas;
      • Contraflow Signing Plan map; and
      • Maintenance Limits maps.
    4. Maintain the following existing software applications, in addition to any other new applications that may be completed over the duration of this task order:
      • Road Ranger Inspection Program (RRIP)
      • Road Ranger Contractor Inspection Program (RRCIP)
      • Contract Management System (CMS)
      • Road Ranger Drivers Information System (RRDIS)
      • SunGuide Website
      • SunGuide TMC Control Room Operations Intranet

      The maintenance will include both software code and documentation. For the migration and update of all web-based systems that require the use of the FDOT computer servers, the FIU team will work closely with the IT personnel at the TMC to ensure that all security procedures are followed. The FIU team will describe the exact operations to be taken and obtain written approval (in most cases, in the form of an e-mail) from the IT personnel in charge before proceeding with a migration and an update.
    5. Design and develop new software applications on various platforms, including developing user's manuals.
    6. Perform various field observations for ITS projects.
    7. Perform simulation model development and analysis using CORSIM, PARAMICS and/or VISSIM simulation packages.
    8. Design and prepare presentation files, graphics, posters, covers, labels, brochures, etc.
    9. Perform miscellaneous traffic engineering studies, including, but are not limited to, origin-destination studies, travel time and delay studies, spot speed studies, queue length studies, crash analysis/safety studies, vehicle gap measurements and level of service studies.
    10. Prepare project reports when applicable. FDOT must approve the reports to fulfill the requirements of the contract. As part of this approval process, a preliminary or draft report will be submitted to the FDOT Project Manager for review before submitting the final reports.
