Evaluation of Non-Intrusive Traffic Detection Systems for Incident Management on Arterial Streets

  • The US-1 corridor in Miami-Dade County from Card Sound Road to SW 17 th Avenue is a two-way major arterial running northeast-southwest. Presently, from Card Sound Road to south of SW 112 th Avenue, US 1 is a four-lane divided facility; north of SW 112 th Avenue, US 1 is a six-lane divided roadway. The Florida Department of Transportation (FDOT) District Six is planning on deploying various ITS devices along this stretch of US 1 within the specified limits, to include devices to be used for mid-block incident detection.

    Incident detection along the various limited access facilities in District 6 where ITS projects have been implemented is currently done via surveillance of CCTV cameras by operators stationed at the SunGuide Transportation Management Center (TMC) in Miami. However, as the ITS service coverage area continues to expand, it will not be effective for operators at the TMC to visually monitor all locations where CCTV cameras are installed. Consequently, for some locations it is necessary for operators to visually monitor only when a potential incident is detected. Since these locations are not visually and continuously monitored, incidents must be detected automatically. This is usually done through incident detection algorithms that make use of real-time traffic data feed, including traffic volume, speed, and/or occupancy. Although loop detectors have been widely used to collect these real-time data for incident detection, it is desired for FDOT to consider alternative methods that are less intrusive and have a lower maintenance cost.

    A number of products that makes use of non-intrusive technologies such as microwave radar, video image, and sonic, is now available in the market. While there have been no lack of field tests of these products on typical freeway settings, test results from these products for incident management on arterial streets have not been found.

    The objective of this scope is to evaluate the performance of the following three products for collecting lane-by-lane volume and speed data on an arterial corridor for both directions:
    1. SmartSensor from Wavetronix LCC
    2. SAS-1 from SmarTek Systems
    3. RTMS from Electronic Integrated Systems (EIS)
