Dr. Jolibois joined the Department in Fall of 1993. He earned his B.S. in Civil Engineering at Howard University, in Washington DC, and completed his graduate studies in Civil Engineering (Ph.D, M.S.) and Energy and Natural Resources Studies (M.A.) at the University of California at Berkeley (1993). His research interests are in the areas of Transportation Technology, Policy, Planning and Transportation and Economic Development at both the national and international levels.

Dr. Jolibois is a member of several professional societies, including the American Society of Civil Engineers (ASCE), the Institute of Transportation Engineers (ITE), the American Planning Association (APA), and the National Society of Black Engineers (NSBE).

Nationally, Dr. Jolibois has performed research on the impacts of transportation networks on economic development in the Pacific Rim States of Alaska, Oregon, Washington and California (1989). He has also published journal articles on Equity Issues associated with Urban Transit Systems (1988).

As a Dwight D. Eisenhower Fellow at the Federal Highway Administration (FHWA) Turner- Fairbank Research Center in McLean, VA, Dr. Jolibois completed a study on possible applications of satellite communications technologies for highway users needs (1993). The study was part of the FHWA Intelligent Vehicle Highway Systems (IVHS) development program. His interests also extend to the relationship between energy consumption in transportation and air pollution. A study for the California Department of Transportation (Caltrans) analyzed the potential impacts of IVHS technologies on air pollution/vehicle emissions of transit bus fleets (1994).

At the international level, Dr. Jolibois has performed research on the management of transportation resources within multisectoral rural development projects in the Caribbean (Ph.D. dissertation, 1993). As director of the newly created FIU Panamerican Institute of Highways (PIH) Technology Transfer Center, Dr. Jolibois is also responsible for developing research programs, student and faculty exchange programs and training courses which would contribute to the goals and objectives of both the PIH, and its 42 international centers.

At FIU, Dr. Jolibois teaching load includes courses in Urban Traffic Characteristics, Transportation Planning in Developing Countries, Advanced Geometric Design of Highways, Advanced Highway Capacity Analysis, and Transportation Demand Analysis.
